Yes, you are right. No license is required for line fishing from shore, as long as you practice catch and release. You're allowed to do this pretty much anywhere except in the designated Environmental Zone, which is in the Eastern part of the North Sound.
Be sure to pick up a copy of the Cayman Islands Marine Conservation Laws when you get to the island and it's all spelled out in there with great maps.
Char is correct on the catch and release... no "licence" required. I doubt you would be arrested for taking something home for dinner, but don't bet on it! Incidentally, for persons of non-status, a 30 day license is $150 CI, and the yearly one is $400 CI. Holy Mackerel!!!
P.S..... Don't take any conch, whelk, or lobster. Season is closed until November.
